Bathford Village Flower Show 2020 – SATURDAY 5th SEPTEMBER 2-4.30pm
In light of ongoing concerns about Covid-19 the Committee have decided to cancel this year’s Show in the Parish Hall in order to protect the local community. However we propose a number of alternative activities in which we hope you will participate and enjoy. These will be dependent on Government regulations regarding social distancing and lockdown at that time.
Our aims are:
• To mark Flower Show time by organising some activities that are relevant to the Flower Show.
• To celebrate the 110th anniversary of the Flower Show in Bathford.
• To record some of the Village activities during lockdown that relate to the Flower Show.
- Fruit, Flower and Vegetable Display: We invite all the Village to put out a display at the front of your house or garden to showcase your home grown produce on Show day. Please display fruit, flowers or vegetables you have grown. You can be as creative as you like about how you present your display or simply put out a box. You might like to mark your display with a flag or flower symbol to help others see it (and a note saying it is for display only).
- Children’s Miniature Gardens: All children are invited to make a miniature garden in a standard seed tray using mostly natural materials and bring it the Folly Playing Field for others to see. There will be a small gift for each child who takes part. Please bring your gardens along from 2.00pm. This activity will be marshalled.
- Flower Show Photographic Project: You are invited to take part in a photography project which will
a) Celebrate the 110 yr history of the Village Show – Search for your old photos of the Show that help to tell the story of the last 110 years.
b) Record 2020 Show related activities and your experience of lockdown – Take a 2020 photo of the following:
Baking and Making during Lockdown – a photo of what you baked or made at home while in lockdown, or during 2020.
Gardening during Lockdown – a photo of your garden or favourite flower/plant in your garden.
Photos can be submitted to the project by taking a digital photo and uploading it to the new Bathford Flower Show website http://www.bathfordflowershow.co.uk (from 1 August 2020) Maximum of 3 lockdown photos per household. Submission of the photo is deemed to give consent for its use in publications.
Digital photos are preferred if possible, but if not (for example if they are old prints), post hard copy photos in a self addressed envelope (so that it can be returned) in the collection point at the Village Shop. Please include your name, date and up to 50words to explain the photo.
Please send in your photos by 31st August 2020.
The Flower Show web site will have a photo gallery.
We also hope to produce a photobook commemorating the 110yrs of the Show. A display copy will be made available and it will be possible to order copies later in the year.
- Tree Planting
We are developing plans for planting a tree in the Village to commemorate 110yrs of the Flower Show¬ paid for from Show funds.

that following the resignation of Cllr David Le Lohé, a casual vacancy has arisen in the Office of Councillor for Bathford Parish Council.
If, within 14 days* after the date of this notice (i.e. no later than Friday 26 June 2020), a request for an election to fill the said vacancy is made in writing to the Returning Officer, Bath & North East Somerset Council, Guildhall, High Street, Bath, BA1 5AW, by TEN electors for Bathford Parish Council, an election will be held to fill the said vacancy, otherwise the vacancy will be filled by co-option.
The request must be signed by ten persons who, at the time of the request, are listed on the electoral register as local government electors for Bathford Parish Council. The ten signatures should be accompanied by printed names, addresses and, if known, electoral numbers.
Under the Coronavirus Act 2020, if an election is called, it will not take place until May 2021.

Councillor Maureen Millbank has resigned from the Parish Council, we would like to thank her for all her efforts over many years.

There is a new Deregulation Act, shortly to come into effect, with which we will lose the right to use unregistered footpaths. That part of the footpath from Meadow Walk through the Amenity / Woodland to Meadow Park is unregistered. Bathford PC has decided that the footpath is sufficiently important for there to be an application for its registration.

The terrible fire at Notre Dame in Paris made your Editor ponder how Bath Abbey would fare in a blaze? An enquiry to Avon Fire & Rescue produced this reassuring reply from David Lindsay:
“Our records show that Bath Abbey complies with the Fire Service Order 2006. This act ensures that the building is maintained to a high level to ensure the people that use the building are safe. It purpose is also to keep the building as safe as possible from accidental fires starting.
The Notre Dame fire was possibly caused by renovation work being carried out. It’s a sad and unfortunate accident.The French fire service did what they could to save it with the equipment they had.
As for Bath Abbey with regards to firefighting, Avon Fire and Rescue has 4 aerial appliances that would easily reach all parts of the roof. There is also an unlimited water supply via the river.
I hope this answers your questions, you can rest assured that the Abbey is good hands and if for whatever reason it did have a fire in the roof we have the right equipment to deal with it safely”.

Great Western Air Ambulance are looking for volunteers, they will be at the Bathford Parish Council APM on the 29th April at the School Hall from 7.30pm if you would like to discuss this in person with them.

We are looking for friendly, approachable and enthusiastic individuals to assist in a whole host of upcoming events, community collections, public presentations – the choice is yours! The hours are totally flexible based on your availability and preferences. Some volunteers commit a few hours a week, some twice a year – we are grateful for all of the help we receive.
GWAAC couldn’t provide such vital and advanced emergency services without the help of its volunteers and the support of people like you. We’re involved in hundreds of local events – whether it’s hosting a stall at a school fete, collecting in town centres or servicing our community based collection tins, there are plenty of varied opportunities for our volunteers.
• GWAAC provide the critical care and air ambulance service for 2.1 million people across the counties of Bath and North East Somerset, Bristol, South Gloucestershire, Gloucestershire, North Somerset and surrounding areas.
• In 2018 the charity celebrated ten years since its first flight
• The GWAAC Critical Care Team consists of a highly trained and experienced Specialist Paramedic in Critical Care and Critical Care Doctor, who bring the skill and expertise of an Emergency Department to the patient at the scene of the incident.
• 2018 the Critical Care Team attended 1,887 jobs: by helicopter or by one of our critical care cars, making it the busiest year to date.
• We need to raise over £3 million each year to stay operational, but receive no day to day funding from the Government or National Lottery.
Elections for the Parish Council and BANES Ward Councillors will take place on 2nd May, the polling station is the Community Rooms on Mountain Wood as usual.
An election at Parish level is dependant on more than 11 candidates standing for the Parish Council, otherwise it would not be contested with all nominated persons taking a seat.

Dear Parish Hall Users,
If you live in the village you will know that the Parish Hall Committee are planning to replace the roof. The roof is approximately 100 years old and showing signs of deterioration, and also contains 5% Chrysotile asbestos.
It was originally planned to carry out the work by a specialists Contractor during the summer school holidays, however, a large proportion of the funds raised ( 60,000 pounds) has to be paid before July, so the new start date was brought forward to cover the Easter Holiday (April 1 – 25). I understand today that the Contractor has requested an earlier start date of 25th March to erect scaffolding and completely tent the whole building.
During the first week (25th – 29th March) the hall will be out of bounds during the day but can be used in the evening. Thereafter, nobody will be allowed to pass through the gate.

BANES has been instructed to cut Nitrogen Dioxide levels to legal limits and create clean air zones in Bath for which vehicles are likely to be charged for entry. There is now a period of consultation with drop in sessions and one to one surgeries designed for more specific concerns. Bath Rotary club has proposed to BANES council that there should be at least one “Tommy” installed in Bath to mark the centenary of the end of WW1 and the council have agreed. In order that the cost of this exercise does not detract from our other charitable donations they have produced a mydonate page specifically to raise the cost of Tommies.
The Tommies are 6ft silhouettes of a WW1 soldier which are being installed all around the country. All the proceeds from the sale of these goes to Military charities such as Help for Heroes.

Bathford Parish Council, supported by 60 witnesses, applied for the footpath alongside the Bathford Railway Bridge and across the Avon to be registered. If it had not been registered, it would have been lost as a public right of way. BANES has now confirmed that there have been no objections from Network Rail or anybody else and the route will now be recorded on the Definitive Map. Thanks to all those who supported the application.
This year’s Flower Show will take place on Saturday 1st September 2018 and a list of the Classes is attached for reference. Printed Schedules will available during July from the normal outlets, including the Village Shop. Entry forms will be printed along with the Schedule and should be completed and handed in to the Secretary on the evening of Wednesday 29th August at the Parish Hall, as usual.

At the Annual Parish Meeting we were given a comprehensive presentation by BANES Councillor Charles Gerrish of the Council’s financial position and of the pressures that it faces. The most startling fact was that eighty percent of the council’s revenue is spent on adult and children’s ‘social care’. Funding for schools comes under a separate arrangement in which government money is passed straight onto the schools. The obvious conclusion is that all other expenditure, pot holes, libraries and so on must come from the 20 percent, or £22m remaining. Despite this pressure, the council has to reduce expenditure by £58m by 2020. Hence the severe pressure on expenditure.

A new Act of Parliament requires us to register, or lose, all footpaths which are assumed to have right of way.
The footpath alongside the railway line by Bathford Bridge, on land owned by Network Rail has, after an application by Bathford Parish Council, been registered by BANES. There is, however, a 42 day window for an appeal so the registration is not immediate. If Network Rail do appeal, there will be a public enquiry. The Parish Council believes that the path is well used and should be a public footpath and will give evidence to this effect at any enquiry.

Smart cameras and equipment to count incoming traffic are to be deployed by Bath & North East Somerset Council at a range of locations including rush hour hotspots over the coming weeks.
The temporary measures, installation of Automatic Number Plate Recognition (ANPR) cameras and automated traffic count (ATC) equipment, are aimed at building up a better understanding of the sort of vehicles that journey into and out of Bath as proposals are developed to improve air quality along the A4 London to Bath road.
The Council has worked closely with the central government Joint Air Quality Unit (JAQU) on the nature and extent of the surveys which will run for two weeks from Friday with additional traffic counts being carried out to supplement the ANPR data.
Bath has been identified by the Government as an area where nitrogen dioxide levels are projected to exceed national air quality objectives beyond 2021.Work being undertaken by the Council will explore measures which will improve air quality.
The Council is preparing an initial action plan which will be finalised by March 2018 to be followed by a final draft before the end of next year. This strategy will build upon the wider Bath Air Quality Action Plan which is currently being consulted on.
Councillor Bob Goodman, (Conservative, Combe Down) Cabinet Member for Development and Neighbourhoods, said: “This technology is being deployed only to gather information for the basis of our Air Quality Action Plan to help us improve air quality. It will not be used for any other purposes.
“We know that there is increasing evidence that air quality has an important effect on public health, the economy and the environment and tackling vehicle emissions and improving air quality is one of the most urgent challenges in towns and cities across the UK.”
Consultation on the Bath Air Quality Action Plan runs until November 26, 2017. A number of public information sessions have already been held and further drop-in sessions will be held at

Some younger parishioners with a passion for skateboarding gave a very good presentation to the Parish Council at the last meeting. We are currently investigating the possibility of locating one on the playing field, in the far corner away from properties. Bathford Parish Council received a total of £11,316 via the Community Infrastructure Levy. To date none of this has been spent, it must be spent on infrastructure projects. If you would like more information please contact the Clerk....

The Inspector at the non-statutory enquiry has rejected the Parish Council’s application for the site to be designated a town or village green and many will be disappointed. The points that we needed to establish for the case to proceed, and which were contested between the parties, were that
The application was made within the qualifying period
The land owner was not able to satisfy the inspector that signs had been erected within the qualifying period
That the installation of the gas pipe in 2010 did not deal a fatal blow to the application
We were able to establish all those points. We were not able to establish sufficient use, as per the legislation, over the qualifying period of 20 years. The standard of proof required was extremely high and it was not clear how, without precise memory and records, , sufficient use could be established. In addition, we were surprised that the inspector discounted any use of the land for the purposes of getting to the River or ByBrook for canoeing purposes.
